August 3, 2016 — Larry Bellipanni, a veteran programmer, analyst and government solutions expert has joined BIS in the newly created position of county government architect. In this capacity, Bellapanni becomes part of BIS’ vast county government solutions team.
“Larry brings a wealth of county government knowledge along with the technical insight to design, architect, build and install solutions that will improve business processes and increase efficiencies in county governments anywhere,” said BIS VP of Advanced Technology and Solutions Jason McManus. “Larry’s knowledge of county government operations, as well as his background in building repeatable solutions for county governments, fits perfectly with the team we’ve assembled at BIS. In his role with BIS, Larry will work the county government team to architect, build and install efficient solutions for county and parish offices. Additionally, he will represent and promote BIS’ DuProcess solution, a fully functional, process-oriented software application developed specifically for county and parish courts and recording offices.
Bellipanni brings 30 years of
County, Parish Experience
Larry comes to BIS with nearly 30 years of IT programming, architecting, implementing and maintenance, as well as project management and top level leadership experience. His background includes industries from electrical co-ops to international governments and leading universities to cutting edge IT firms. Over a span of 17 years, Larry developed, implemented and installed public record, court management information systems and imaging solutions in more than 40 counties throughout the southern United States. Those counties ranged in population size from as few as 3,000 to more than 350,000 residents.

Larry says that in addition to helping counties run better, he also believes that remembering the people who live in America’s counties is important and ensuring they have ready access to county information has always been a top priority.

Larry will office out of his home in Hattiesburg, Mississippi, where he lives with wife Monica. The couple have one daughter, Nina, a senior at the University of Southern Mississippi and a son, Drew, an incoming freshman at Belhaven University in Jackson, Mississippi.
When he’s not traveling from county-to-county, Larry enjoys youth sports, having served as coach, administrator, league creator and chief fundraiser in his community. He also enjoys watching his two favorite sports, football and baseball.
